Can I file child abandonment against my father?

can i file child abandonment against my father because he left me with my grandmother and will not hand custidy and i have been with her almost 15 yrs and he comes to see me once or twice a year her doesnt pay her anything for my school funds or anyhting and he wont come see me other than thanksgiving and christmas is this possible???I don't want him to be my father and i want to be signed over as a child to my grandmother she has done everything for me.Like divorce him as a father or something in that state?I live in georgia by the way.
