Do I have the right to take the dog for my own?

Take the dogs with you. Don't let your sister pay you back. If an emergency happens while the dog is at your sister's and mom's place, whos going to handle it? Your sister? Your mom? They have no money. They shouldn't be taking care of the dogs if they cant take care of themselves.
