Was the FBI really founded by a ?

I was watching the liberal MSM channel 'History Channel' and they were claiming that Hoover was a ual man. I find it highly unlikely that an active and unrepentant could have founded an organization as important as the FBI. Aren't uals more like Richard Simmons rather than a mach G-man? I think the liberals are just making up more lies.
