Is my ringenck infected with PBFD?(Psittacine Beak and Feather Disease)?

Hi,I am currently handfeeding two baby ringnecks which I bought 2 weeks ago(they are about 5-6 weeks old).Overnight the wing feathers,tail and even some feathers on the back on one of the chicks all fell to such an extent that not only one tail or wing feather is left.What I am thinking is because the brooder in which they were kept there was a lot of moist and poor ventilation.Is it a pbdf or any other bacterial or fungal infection?Could it be transmitted to the other chick?Any cure?
