Ladies fashion statement???

so i was at a sporting event last night, horseracing, and i had the opportunity to sit with these two gorgeous women..had to be between 35-40...and was absolutly attracted to their outfits...both wore expensive leather jackets, leather boots, along with short leather gloves, and both mentioned something about wearing a garter belt...what is a garter belt?? and are outfits like this fashionable for women?? I was suprised to see women dressed so elegantly!
